Funding, fees, and direct debits

No fees in January! Here’s what you need to know about your 2023 EarnLearn-Te Pūkenga training fees.

The Government’s Targeted Training and Apprenticeship fund (TTAF), which has covered fees for industry training since 2020, is ending on 31 December 2022. This was a temporary fund that the Government introduced during the Covid era to support the Covid recovery through industry training during that time.

This means that in 2023, Te Pūkenga will be reintroducing the training fees for learners. These are to be paid by the learner or their employer, as agreed between the parties.

 

JANUARY IS ON US!

We are aware that this is very late notice for our EarnLearn employers and learners, due to the transition into Te Pūkenga in October this year. This provides little warning, especially so close to Christmas. In recognition of this, we will not be asking for fee payment for the full year.

Te Pūkenga will cover the first month of fees. We will commence fee charges from February 2023 and invoice for only 11 months of the 2023 fees.

 

PAYMENT RESPONSIBILITIES

Learner paying:

If you are a learner and you’re paying your own fees, you should have received an email with a link to complete your Direct Debit form.
If you didn’t get the email, please contact us at receivables@earnlearn.ac.nz

Employer paying:

If you are an employer paying your learners fees, please confirm how you would like to pay.

Please let your employee know you will be covering their fees.

 

DIRECT DEBIT FORMS

We are asking for Direct Debit forms to be completed and returned to us by 16 December.

  • Learners should have received an email with a link to complete a Direct Debit form. If you didn’t get the email, please contact us at receivables@earnlearn.ac.nz
  • Employers should have received an email with an attached Direct Debit form. If you didn’t get the email, please contact us at receivables@earnlearn.ac.nz

It is important that we receive the Direct Debit forms on time so we can set up the payments before February 2023. It does take a few weeks to process this through the banks, especially over the holiday period.

If a fully completed and signed Direct Debit form is not received in time, the weekly amount will increase for the rest of the enrolment period to cover the missed payments.

DIRECT DEBIT SCHEDULE

For those paying by Direct Debit the following schedule will apply:

  • Weekly Direct Debits for fees will occur on Thursdays, with the first one being debited on Thursday, 2 February 2023.
  • Alternative Direct Debit payment periods can be arranged, e.g. fortnightly or monthly, by contacting receivables@earnlearn.ac.nz

 

FEES FREE: FINANCIAL SUPPORT FOR LEARNERS

Many learners may be eligible for Fees Free. This provides up to $12,000 (incl. GST) for up to two years’ training on Fees Free eligible programmes.

Te Pūkenga will be invoicing for learners unless they are confirmed eligible for Fees Free. If a learner submits a statutory declaration to Tertiary Education Commission (TEC) and is then deemed eligible, we will refund fees paid (up to their Fees Free entitlement balance).

The eligibility criteria and the process for learners to confirm this to TEC can be found at feesfree.govt.nz.

We do need a Direct Debit from completed for ALL learners, even if they are eligible for Fees Free, to resume fee charging once the Fees Free funding has been consumed. Fees will be charged until eligibility is confirmed.

 

APPRENTICESHIP BOOST: FINANCIAL SUPPORT FOR EMPLOYERS

Apprenticeship Boost is still available to help employers support apprentices in their first or second year of training.

Apprenticeship Boost is a payment made directly to employers to help them keep and take on new apprentices. Employers can receive up to 24 months of support, at up to $500 per month. The scheme finishes on 31 December 2023.
